The Bulgarian State Energy and Water Regulation Commission enacted, as of June 2011, new tariff levels for renewable energies included in the feed-in framework, and implemented a renewed classification system for solar PV installations.
Tariffs only apply to renewable energy plants whose construction started after May 4th and is completed by July 1st 2012, range over a 12-year period for wind and hydropower generation and over a 20-year period for other plants. Future annual tariff rounds will take effects in June of each year.
As for solar PV plants, tariffs are differentated between roof or facade-mounted installations on a one hand and ground-mounted on the other for the year 2011-2012.
For ground-mounted PV systems no larger than 30 kWp, tariffs were adjusted downward, LEV 576.5/MWh (USD 417.56/MWh equivalent), from LEV 728.29/MWh in 2010.
On the contrary, roof and facade mounted systems have increased to a LEV 605.23/MWh for projects no larger than 30 kWp, LEV 596.5/MWh for plants between 30-200kWp and LEV 583.77/MWh for large plants between 200 to 1, 000 kWp.
Tariffs for wind generation are fixed according to full load hours equivalent. Wind farms running on a full load hour equivalent of 2, 250 MWh or less are entitled a tariff of LEV 191/MWh, while wind farms with a full load hour equivalent of 2, 250 MWh or above awill receive a LEV 173.06/MWh.
Biomass plants ar eliginle for five different tariffs and biogas facilities for ten depending on capacity size, the type of raw material used and whether co-generation is used.
